Mark Wareham has over forty years experience leading design and planning teams through the predevelopment phase securing project entitlements, project delivery phase, closeout and implementation. His experience includes acting as facilitator and liaison between development teams, neighborhood councils and governing agencies forging consensus.
For nearly 20 years Mr. Wareham served as Director of Planning and Entitlements for Urban Partners, LLC, for projects involving complex public and multi-agency entitlement and permitting process. Prominent and successful examples include: RiverPark – a 700-acre Master Plan Community in Oxnard, CA for 3,000 low, medium and high-density residential units and up to 2.4 million square feet of retail, themed entertainment and mixed use residential. This involved a complex land assembly, restructuring of a failed bond program, reclamation of an abandoned gravel mining operation and negotiating Public Private Partnership agreements with City, County, State and Federal agencies. He assembled and managed the RiverPark Planning and Entitlement Team responsible for developer delivery of an elementary and middle school on a 30-acre education campus, a joint use City/County Fire Stations, and finding a new site to relocate and develop a new County of Ventura Emergency Operations Campus; University Gateway – a privately developed $204M design/build student housing project adjacent to USC in Los Angeles requiring a General Plan Amendment, Site Plan Review, Zone Change, Zone Variance, Height District Change, Zone Variance, Conditional Use Permit and Parking Management Plan to develop 421 apartments for 1,650 students and 80,000 sf of ground floor retail in an 8-story 1M square foot student living community.
In addition to working for nearly 20 years with Urban Partners, LLC, Mr. Wareham over the course of the preceding 20 years worked with a number of architects and planners including William L. Pereira, FAIA, George Vernon Russell, FAIA, and William Krisel, AIA.
